The aim of the project was to promote energy efficiency in existing houses.  It was run by Enespa Ltd, Finland's smallest and oldest energy service company (ESCO). Enespa wanted to explore the possibilities to develop a full service package for residential energy efficiency investments. The focus was on existing detached houses and heating systems upgrades. In particular, the pilot explored the possibilities to develop a shared heating infrastructure for multiple houses.

The first voluntary energy conservation agreements were signed in Finland in the early 1990s, but the activity really took off in 1997, when the national Energy Conservation Programme was updated. This is when the principal industry associations of the economy decided to join in. The energy conservation agreements are framework agreements, under which sector associations undertake to promote energy conservation and encourage their members to join in the energy conservation agreement scheme.

Training of volunteer residents promoting energy efficiency in housing associations

Energy expert is as programme co-ordinated by the Centre for Energy Efficiency (Motiva). The aim of the programme is to generate energy efficiency at household level by training ordinary people to act as energy experts within the dwellings they live. The programme was developed together with VVO and it has been ongoing since 1995, when first experts were trained. VVO is by far the largest social housing organization in Finland.The company also constructs dwellings and sells them different housing actors.

School climate change awareness campaign implemented by environmental and youth NGOs

Ilmari, a climate change and energy information project, aims to enlighten primary, secondary and vocational school students and teachers about climate change and their role as human beings; young people shall be involved in conversations and receive support in their projects. During five years, there have been over 800 school visits all over Finland. 30 000 students have heard about their issues and there has been training for two hundred volunteer climate envoys.

Green Office is a programme operated by WWF Finland. The aim of the programme is to offer offices a simplified environmental management and certification system, with a special focus on CO2 emissions. The ultimate goal of the programme is to combat climate change through energy efficiency and renewables, reduce natural resource use, and promote sustainable lifestyles through enhanced employee awareness.
