Promoting energy efficiency investments in a residential area in Finland by engaging residents collectively

The aim of the project was to promote energy efficiency in existing houses.  It was run by Enespa Ltd, Finland's smallest and oldest energy service company (ESCO). Enespa wanted to explore the possibilities to develop a full service package for residential energy efficiency investments. The focus was on existing detached houses and heating systems upgrades. In particular, the pilot explored the possibilities to develop a shared heating infrastructure for multiple houses.

Programmes that aim to promote investments in the refurbishment of buildings need to address those people, companies or associations that own the buildings or are entitled to take decisions about their refurbishment.

The project Warm Zone is currently being implemented in Kirklees, a local authority district in the north-east of England. Warm Zone is large and ambitious in its approach and scope: providing free cavity and loft insulation for all houses in Kirklees. Residents are informed about options to lower energy consumption, renewable energy production, air and water conservation measures.
Reducing energy use and emissions in households via personal energy advice

The aim of the European research project Eco n’Home was to monitor and reduce the energy consumption of 940 households across Europe. A second aim was to evaluate current methodologies and deliver a new method for advising households on sustainable energy in their dwelling and travel. The overall method consisted of an initial contact between household and energy advisor, an Energy Audit, an Audit report, an Action Plan, a Follow-up and a Final evaluation report. The strength of the method is the personal contact and long term focus.

The project “strengthening the regional economy by creation or securing employment in the Ruhr area by independent energy consultancy of private consumers living in or owning old buildings” is implemented by the consumer organisation of the German state North Rhine-Westphailia (Verbraucherzentrale NRW). The Ruhr area was chosen, because the part of not yet refurbished old houses is higher than average.

During the last 5 years, the Construction, Energy and Housing State Agency has been providing support for energy audits in Latvia. The goal of the support is to provide information to end-users about the energy efficiency level in their buildings and to promote adequate energy efficient measures. The existing housing stock in Latvia has a significant potential for energy savings, as regards multifamily houses. But there have not been many refurbishments projects implemented until now.

The modernization programme covers one type of buildings: multi-apartment buildings (block of flats). This type of buildings amounts to a major share of the energy consumption and have high energy saving potential. Saving potential is significant when energy prices became unpredictable. Apartment buildings in Lithuania, compared with countries in the European Union, use much more energy for heating.
